In any institution where effectiveness and efficiency are vital elements for work enhancement, the monitoring and evaluation are relevant in daily work, because they enable the institution to get information and comments regarding the realization of its goal. The willingness to provide qualitative services has made Rwanda Red Cross to set up the service of planning, monitoring, evaluation and reporting. Basing on evaluation report, this service reinforces the workforce management, and improves the coordination mechanism at district level as well as the headquarters. This service plays a noticeable role to elaborate standard monitoring and evaluation tools, to facilitate the diffusion of information and reinforce the quality of decision-making and ensures that reports are regular. The PMER responsibilities are:
Facilitate districts to improve their contract performances.
Put into place and develop indicative programs.
Ensure the reliability of monitoring and evaluation tools, and the methodology of data collection.
Promote report writing and their timely presentations.
Ensure the link between reports and fieldworks through the coordination with branches during trainings and meetings.
